NYC-based singer Noel Pagan is most famous for "Silent Morning", from his 1987 Noel album. While usually considered a "Freestyle or "dance" artist, the arrangements also reveal the influence of mid-80s European synthpop.
Noel continues to record sporadically, albeit in a somewhat more pop-oriented vein.
